Adult Basic Education

Funding Source: Adult Education and Family Literacy Act P.L. 105-220 and Title 17:14 of the Louisiana Revised Statutes

Purpose of grant/allocation:

The purpose of the program is to provide, on a voluntary basis, adult education and literacy services in order to assist adults to become literate and obtain the knowledge and skills necessary for employment and self-sufficiency; to assist adults who are parents to obtain the educational skills necessary to become full partners in the educational development of their children; and to assist adults in the completion of a secondary school education.

Who is eligible to apply?

Entities which are eligible to submit applications in this 2008-2009 open competition for funds include LEAs, non-profit organizations, community action agencies, volunteer literacy organizations of demonstrated effectiveness, institutions of higher education, public or private non-profit agencies, libraries, public housing authorities, a non-profit institution that is not described above but has proven ability to provide literacy services to adults and families, or a consortium of the agencies, organizations, institutions, libraries, or authorities described above.

Funding cycle:

Applications are due by May 19, 2008. Program implementation runs from July 1- September 30.

Carl Perkins

Funding Source: Federal Carl D. Perkins Vocational and Technical Education Funds

Purpose of grant/allocation:

Career and Technical Education promotes reform, innovation, and continuous improvement in career and technical education to ensure that students acquire the skills and knowledge they need to meet challenging state academic standards and to prepare them for postsecondary education and a wide range of opportunities in high-skill, high-wage careers. The focus of Career and Technical Education includes offering high quality programs that
· Integrate academic and vocational education.
· Promote student attainment of challenging academic and vocational and technical standards.
· Provide students with a strong experience in, and understanding of, all aspects of an industry
via industry-based certification for students at the secondary level.
· Address the needs of individuals who are members of special populations.
· Involve parents and employers.
· Provide strong linkages between secondary and postsecondary education via statewide articulation
agreements.
· Develop, improve, and expand the use of technology.
· Provide professional development for teachers, counselors and administrators.

Even Start

Funding Source: No Child Left Behind Act of 2001, Title I, Part B, Subpart 3

Purpose of grant/allocation:

The purpose of Even Start Family Literacy is to help break the cycle of poverty and illiteracy by improving the educational opportunities of low-income families by integrating early childhood education, adult literacy or adult basic education, and parenting education into a unified family literacy program. Implementation is achieved through cooperative projects that build on existing community resources to create a new range of services and assist children and adults to achieve challenging state content and performance standards. The program includes parents eligible for services under the Adult Education and Family Literacy Act and their children from birth through age 7.

Who is eligible to apply?

LEAs, non-profit organizations, community action agencies, volunteer literacy organizations of demonstrated effectiveness, institutions of higher education, public or private non-profit agencies, libraries, public housing authorities, a non-profit institution that is not described above but has the ability to provide literacy services to adults and families, or a consortium of the agencies, organizations, institutions, libraries, or authorities described above.

Funding cycle:

Federal funds are allocated to states based on the current-year share of Title I, Part A funds. LEAs and other eligible organizations apply through the State Department of Education for Even Start funding through a competitive grant process. Grants are due in May for implementation July 1 – June 30.

Additional Comments:

Competitive subgrants are awarded for a four-year cycle through a process mandated by ESEA, Title I, Part B, Subpart 3. These grants must evidence a partnership between an LEA and outside agency(s) and are read and ranked according to established selection criteria by a three-member panel of reviewers representing early childhood, adult education, and Title I/Even Start. Priority is given to proposals that target areas designated as empowerment zones or enterprise communities or that propose to serve families in other high-poverty areas. Only grantees that are within a four-year funding cycle should apply using the CONTINUATION application. Applicants for a new grant for the 2008-09 program year should apply using the NEW application for funds.

Family Literacy

Home Instruction for Parents of Preschool Youngsters (HIPPY)

Funding Source: Title 17:407 of the Louisiana Revised Statutes provides funding for Home Instruction for Parents of Preschool Youngsters Programs.

Purpose of grant/allocation:

Funding will enable sites to operate a home visitation, parental involvement model program to serve at-risk, three-, four-, and five-year-old children in a manner prescribed by HIPPY USA. The goals of the program are centered in increased parental involvement and student achievement.

Who is eligible to apply?

Existing HIPPY programs are eligible to apply for continuation grant funding.

Funding cycle:

Applications are due in May for implementation July 1 - June 30. Application approvals are contingent upon funds being made available.

Migrant Education

Funding Source: Title 1 Part C of the No Child Left Behind Act of 2001

Purpose of grant/allocation:

The purpose of the program is to provide high quality instruction for migrant students to meet challenging state content and academic achievement standards; meet the needs of the individual migrant learner; and provide sustained language instruction programs for migrant students in need so that they meet challenging state content standards. Parental involvement is another key component of the program. The parental involvement component affords parents and community members meaningful opportunities to participate in the education of their migrant child, and promotes parental and community participation to enhance the educational gains of migrant students.

LEAs, non-profit organizations, community action agencies, volunteer literacy organizations of demonstrated effectiveness, institutions of higher education, public or private non-profit agencies, libraries, public housing authorities, a non-profit institution that is not described above but has the ability to provide literacy services to adults and families, or a consortium of the agencies, organizations, institutions, libraries, or authorities described above.

Funding cycle:

Applications are due in May for program implementation July 1 - September 30.

Workplace Literacy

Funding Source: Adult Education and Family Literacy Act P.L. 105-220 and Title 17:14 of the Louisiana Revised Statutes

Purpose of grant/allocation:

The purpose of the program is to provide literacy education in the workplace by integrating basic skills training with job-related instructional materials. Workplace literacy instruction should take place in the workplace. Employers should allow at least half-time work release for employees to participate in the program.

Entities which are eligible to submit applications in this 2008-2009 open competition for funds include educational agencies (LEAs), community-based, faith-based or volunteer literacy organizations of demonstrated effectiveness; an institution of high education; a public or private nonprofit agency; a library; a public housing authority; a nonprofit institution that is not described above but has the ability to provide literacy services to adults and families; and a consortium of the entities listed above.

Applications are due by May 19, 2008. Program implementation runs from July 1-August 30.

English Language/Civics Education

Purpose of grant/allocation:

The purpose of the program is to establish or expand projects that demonstrate effective practices in providing English Language programs that incorporate civics education and related support services into an integrated and coordinated program for individuals of limited English proficiency.

The Donna Contois Louisiana Jobs for America's Graduates (JAG-LA)

Funding Source: Contingent Upon State Funding

Purpose of grant/allocation:

The purpose of this program is to provide an unique model program for dropout prevention/recovery to ensure students' success. As an affiliate of JAG, The Donna Contois Louisiana Jobs for America’s Graduates (JAG-LA) and the Department of Education work to ensure the integrity of the model through the local program sites. JAG-LA sites provide students with academic training, job readiness instruction, student services, leadership development and post-graduate assistance. Applicants should refer to the JAG website, www.jag.org, for a complete list of the model components.

Entities which are eligible to submit applications in this 2008-2009 open competition for funds include LEAs, non-profit organizations, community action agencies of demonstrated effectiveness, institutions of higher education, public or private non-profit agencies, or a non-profit institution that is not described above but has the ability to provide services and fully implement the JAG program for at-risk students.
